I have an old laptop that is barely functional. I want to recycle it but to a place that will magnetically erase all of my files and information on there, just to be safe. Is there any place that can do that? Is there a fee?
Call your local municipality for recycling locations in your area that recycle old electronic products such as computers.
Other than magnetically erasing your laptop, you can simply use the department of homeland security’s standard – format the hard drive around 7 times over.
I recommend actually OVERDOING it, and thus recommend Darik’s Boot and Nuke – which will re-format your laptop from a bootable CD, 13 times over with 13 different operating systems.
Happy wiping!
since it an older laptop it probably has a floppy drive – if it does, you can get free software to completely and safely erase you hard drive to government specs – the program is called killdisk – the link to where you can download it free and tells you how to use it is in my source area

Seriously.
I would suggest removing the harddrive and keeping it just in case you need something off it in the future.
The rest of the laptop, donate to any of the locations suggested by the other posters here.
One that I know of is freegeek – google for them. They recycle them/put the working units back into service.
I would never trust someone else to wipe my drive.
Best of success
toshiba android tablet get And How does Canada address this issue? E.g., is any of the waste shipped overseas?
who cares about recycling
going green is overrated
After you erase all personal information on its hard drive, (for a Windows PC, a utility called Eraser free of charge should do the trick)
there are a variety of ways to recycle your old laptop.
Although recycling services may vary depending on your state and its laws, computer manufacturers offer a variety of recycling options.
When you buy a computer or monitor from Apple, the company will recycle, for free, one computer, one monitor, and peripherals.
Dell also offers free recycling. You can recycle Dell products at any time, and when you buy a Dell product you get free recycling of any brand of computer or monitor.
HP will recycle any brand of computer, monitor, printer, and other items for a fee.
Gateway offers buyers of its products an opportunity to trade in old computers and other equipment from any manufacturer for cash.
The same program applies to eMachines.
Sony has a free drop-off recycling program, but locations are limited.
Another computer recycling program of special note is Lenovo Canada’s PC Recycling Service for individuals and small-business customers, which allows customers to recycle any manufacturer’s PC (including system units, monitors, printers and peripherals) for $ 49.95 (Canadian dollars), including shipping.
Check out this link from About.com for additional information regarding provincial and/or municipal electronics recycling programs in Canada.
